Marsha L. Williams
BIOGRAPHY
Raised in New Jersey, Marsha graduated from Rutgers University in 1997 and Howard University School of Law in 2000. She moved to St. Mary's County in 2002. She is married and has one son.

Marsha began her legal career with House of Ruth - Maryland. In 2002, she became a Staff Attorney with Maryland Legal Aid where she represented children. She entered private practice in 2018.

Alycia E. Stack
BIOGRAPHY
Alycia E. Stack is a native of the Midwest, having grown up in Indiana and attended Kenyon College in Ohio. Following graduation from the American University Washington College of Law, Alycia began her career representing victims of domestic violence at the Southern Maryland Center for Family Advocacy.
Prior to founding Williams, McClernan, & Stack LLC in 2018, she represented children in abuse and neglect proceedings at the Southern Maryland office of Maryland Legal Aid.

Alycia has focused her career on supporting families through times of crisis, helping to navigate divorce, custody, and domestic violence proceedings. She recognizes the complex histories and relationships that court proceedings cannot always fully address and works with her clients to find the best solution possible.

Kathleen M. McClernan
BIOGRAPHY
Born and raised in Maryland, Kathleen graduated from University of Baltimore in 2007 with her JD. She moved to St. Mary's County in 2007. She has three children, and her husband works at PAX River Naval Base.

Kathleen began her legal career at Maryland Office of the Public Defender first in St. Mary's County, then for two years in Hagerstown from 2007-2013. She went into private practice starting this Firm in 2018.

Tiffany D. Young
BIOGRAPHY
Tiffany is excited to serve clients' needs as the transactional lawyer at Williams, McClernan & Stack. She has been employed with WMS Lawyers since October 2020. Tiffany helps clients specifically with their estate planning needs (including wills, powers of attorney and advance medical directives), estate administration needs (probate) and real estate needs (including deeds and HOA representation).
Tiffany has been a practicing attorney since she was admitted to the Maryland Bar in December 2017. Tiffany started her legal career at Maryland Legal Aid's Southern Maryland Office. She graduated in 2017 from University of Baltimore School of Law and in 2014 from American University. She is also an alumnus of Leadership Southern Maryland's Emerging Leaders Program (LEAP - Class of 2022).

Robert E. Blizard
BIOGRAPHY
Rob Blizard joined Williams, McClernan, & Stack LLC as an Associate Attorney on July 7, 2025. Rob previously worked as an Assistant State’s Attorney in District Court with the St. Mary’s County State’s Attorney’s Office and as a Law Clerk for Judge Amy D. Lorenzini in St. Mary’s County Circuit Court. He is barred in Maryland and obtained his law degree at George Mason University Law School.

Prior to starting his second career as a lawyer, Rob had more than 35 years of work experience in management and fundraising for nonprofits focused on animal welfare. He holds an MBA from the University of Pennsylvania’s Wharton School and a BA in English literature from the University of Virginia.
